Duties and Responsibilities:
- Oversee, monitor, and coordinate all technical interface agreements (IA) and Interface Queries (IQs), both internal and external, ensuring that a comprehensive, multi-disciplinary review of all IAs, IQs, and critical interfaces is conducted. Ensure that responses from interface parties meet requirements well ahead of schedule.
- Support the company’s Commercial team by providing all necessary information related to interface agreements, enabling the development of commercial and Access & Indemnity agreements.
- Maintain the technical interface database, monitor the status of IQs, IA/Crossing action items, and critical interfaces. Provide progress updates on the IA/IQ process and communicate these updates to management according to company protocols. Ensure that all correspondence with internal and external parties regarding the schedule is properly coordinated and followed up.
- Build and maintain strong relationships with external stakeholders and the EPC contractor. Serve as the main point of contact for all internal and external communications and interface activities, ensuring timely and effective communication with all relevant parties.
- Assist in the development of guidelines, processes, and procedures that support and control the Interface Agreement process and related projects. Provide performance reports on the overall IA/IQ/critical interface process, suggest improvements, and ensure the process remains well-established and maintained.
- Ensure the contractor effectively implements the IA Management Plan, IA/IQ registers, and maintains/upgrades these registers as required for the scope of work.
- Facilitate the submission, tracking, and review/approval of IAs/IQs to Major Projects and third parties.
- Facilitate discussions and agreements between the contractor and PMT/other stakeholders to resolve interface issues or concerns, collaborating with PMT functional leads to address and resolve interface challenges.
- Facilitate reviews to ensure that technical submissions for the approval of Interface/Crossing Agreements and their closeout packages are complete and ready.
- Ensure that all IAs managed by the contractor are agreed upon and closed, confirming that the contractor’s final documentation reflects the data and inputs from the agreed IAs.
- Schedule and attend regular meetings with interfacing organizations, issue meeting minutes, and ensure timely communication of issues to minimize disconnects. Ensure cross-functional follow-up on action items arising from these meetings.
- Lead and coordinate complex external interfaces, including managing the potential for simultaneous operations (SIMOPS).
- Support and monitor the status of the Contractor Interface Agreement and Interface queries using TEMPO [Technical Environment for Major Projects Organization], ensuring that all changes are communicated to the Head of Interface and managed with other external parties as needed.
Skills and Qualifications:
- A minimum of 10 years of experience in major/capital projects, with extensive experience in multi-disciplinary engineering and execution, ideally in the oil and gas industry, including at least 3 years in a supervisory role.
- In-depth knowledge and understanding of the Interface Agreement Management System and associated procedures.
- Previous experience with similar projects, involving extensive interaction with RLIC, Major/Capital projects, and third parties. A focus on managing nearshore activities such as Shore Pull Setup, Shore Pull for Pipelines & Cables, Trenching, and Backfilling.
- Previous experience and knowledge of RLIC’s procedures, rules, and regulations.
- Proven project management and execution experience, including brownfield projects and crossing agreements.
- Familiarity with Permit to Work requirements in RLIC and nearshore areas.
